The arc is structural. Moses is the operator who builds the system he is not allowed to enter, because the system he builds is the one that finally subordinates the operator to the Governor. Joshua enters because Joshua is the first generation that never knew the ungoverned Process.
Pharaoh has issued a kill-order on Hebrew male infants. The system is running Law IV at civilizational scale, purging a population to manage perceived threat.
Moses is born inside the purge. His existence is itself a Governor:Constraint event: a boundary the empire's purge cannot cross.
The operator who will later run Law IV against Egypt is born inside Egypt's own Law IV. The system that purges him is the system he will be commissioned to purge. Constraint is the feature.
Three months of hiding. The signal can no longer be suppressed.
The mother does not fight the river. She uses the river. The basket is sealed (Governor:Constraint applied), placed at a specific point (Lens:Wave reads the current and the timing), and released.
The Nile is the empire's instrument of execution. The mother re-codes the same river as the channel of preservation.
